    SOME ONTOLOGICAL ISSUES OF THE REA FRAMEWORK IN RELATION TO ENTERPRISE BUSINESS PROCESS

    The aim of the paper is to describe using REA framework to model enterprise planning not only at the operational level but also at the policy level. Using policy level enlarges the possibility of the models on the base of the REA framework because the policy level in this way represents metalevel of the model. The policy level of the REA framework itself is comprised both of the entities related by typification, grouping and policy relationships and of the Commitment entity with the fulfilment relationship. This entity may be viewed as either a sub layer or a middle layer of the REA framework. The Commitment entity belongs to the fundamental entities of the policy level but has some specifications that are expressed by the fulfilment relationship. This many-to-many relationship forms the link to the operational level. In the paper we discuss the problem and suggest some solution that moves the Commitment entity closer to the typification and grouping semantic abstractions.REA ontology, enterprise business process, semantic abstractions

    THE RELATIONSHIP BETWEEN THE INTEGRATED TOURISM DEVELOPMENT OF A REGION AND THE RESPECTIVE LOCAL COMMUNITIES OF ROMANIA. A MORAL APPROACH

    The current social and economic stage of development observed in Romania and, implicitly, that of the national tourism, requires a new type of approach vis-à-vis the “tourism development” concept. Until the 90s, tourism development was carried out in a centralized fashion and, in most cases, with little regard to the impact that strategy had on the environment and the local population. This strategy- which, in some cases, is still applied today-has had a significant impact on a national level, by creating huge discrepancies among the country’ s regions, with direct repercussions on local communities and the national labor market. Recent years have shown a distinct linkage between tourism and local communities, largely owed to the multiplying effect that tourism activities have, but also to the intricate network of correspondences between themselves. The purpose of this academic endeavor is to analyze the existing relationship between tourism development and the local community where it occurs, between the need for development and the need to preserve the local traditions, and to obser- ve if such equilibrium is feasible between these two terms.     Accounting for peak shifting in traditional cost-benefit analysis

    When cost-benefit analysis fails to account for peak-shifting the benefits of road improvement options are miscalculated. Using theory from transportation economics, we derive a simple model that disaggregates the average daily equilibrium into peak, counter-peak, and off-peak equilibria.     Development planning versus participation of inhabitants in management

    Purpose: There is an emphasis that planning sustainable development is conditioned by external and internal factors. The basis for such planning is a range of an area research which can distinguish the groups of similar units and quantify their stages of development. The aim of the article is to present the author’s methodological proposal in the field of management and development planning, taking the opinions of the commune inhabitants. Design/Methodology/Approach: The paper presents the application of changes in planning the sustainable development, in the context of a stable economy. In present conditions, there is a lack of problem identification, especially social and economic. The proposed procedure of methodology on the basis of inhabitants’ opinions of the communes of Swietokrzyskie Voivodeship situated in protected areas, such as landscape parks and regions of protected landscape is an element of a wider research problem. At present this problem has and is going to have a more significant meaning, the participation of local communities in creating their own development. Findings: The problem has already had and will continue to have a growing importance, because it will no longer be possible to prevent the participation of local societies in creating their own development. Practical Implications: The realisation of sustainable development will require a total change of the orientation of all the parties interested, according to the social and economic problems (basic principles). Originality/Value: In the majority of the recommended planning procedures, there is a possibility of economy improvement and contribution to the improvement of social and economic welfare.peer-reviewe

    Importance of Animation Actions in the Operation of Hungarian Local Action Groups

    The EU LEADER initiative has been running for 20 years and plays an important role in the development of European rural areas, however, in countries joining to the EU after 2004 it is still a relatively new phenomenon. In Hungary, for example, the LEADER+ programme was launched in 2005 with an experimental phase (called a "LEADER type initiative") and has developed to be a fully applied EU programme only in the current programming period. This paper explores the implementation of the LEADER programme in eastern Hungary. The examined Local Action Groups face diverse challenges concerning human, social, physical and financial capital, networks and social learning. The study investigates the opportunities and threats faced by the LAGs, with special regard to institutions, governance and applied initiatives. The roles of the LAGs within the social, economic and cultural context of given areas are examined through Lukesch's (2007) model FOG - forms of governance. The model is a tool to explore the interrelationships local partnership, local needs and local socio-cultural environment. The results of the FOG test show that the prevailing mode of governance in the examined LAGs emphasises animation actions as important elements of operation. Although the importance of animation actions is underlined by the result of the test, their presence between the initiatives is less than it should be. Good examples of animation actions are given: participatory video and a case study of its Hungarian application are introduced.     Policy Making for Global Transportation Planning using the Delphi-Scenario Writing with a New Concept of 'Future Vision'

    The personal trip survey plays a vital role in global, multi-modal transportation planning. The four-step method for estimating travel demand based on data from the personal trip survey has been systematized during the course of long-term studies and practical applications. This method therefore has been widely used in various aspects of transportation planning. However, it is usually concerned with travel demand and very useful in periods of economic expansion. Now that emphasis is being placed on quality because the economy has taken a downturn, the conventional method should be reconsidered in terms of a qualitative, political approach. The present study deals with a new methodology for establishing a qualitative, long-term view of regional requirements. In other words, the purpose of this study is to create a socio-economic vision of the future for proper transportation planning for a target region. This study calls it 'future vision', which consists of several future images when considering the changing characteristics of the region and relationship with surrounding areas. These future images can cover all transportation-related topics, from global problems to local issues. Each future image is composed of scenarios that reflect the future direction and role of transportation planning, which fully describes infrastructures as well as management. Transportation planning experts employed brainstorming to create an initial version of the future vision. The brainstorming brought many important keywords related to the future images. The planners assembled keywords and added sentences to set up scenarios. This version was revised by using the Delphi questionnaire method in order to eliminate obvious errors and improper perspectives, while incorporating missing information. The Delphi method was conducted on researchers, engineers, planners, and administrators that are well versed in transportation planning. A procedure was also developed to update almost automatically according to the results of the questionnaire. The revised version of the future vision was again checked and revised similarly by the Delphi method and the updating procedure. Actually, the future vision was refined twice, which led to the final version of the future vision having a high degree of accuracy and feasibility. The future vision is qualitative and policy-oriented, while the conventional four-step method is quantitative and demand-oriented. Two different approaches should work together for the comprehensive transportation planning. This study finally introduced a hybrid method between the two approaches by discussing a way of linking the future vision with the conventional personal trip survey system. The proposed linkage produced (1) hearing recommendations of various people in many positions, (2) enhancement of the transportation planning by sharing and solving anticipated problems, and (3) incorporation of more policy-oriented planning elements.

    Analytical Investigation of Mobile NFC Adaption with SWOT-AHP Approach: A Case of Italian Telecom

    The purpose of this study is to appraise the critical factors in near field communication (NFC) adoption process and to utilize findings in order to support launching NFC implementations in Italy, by means of applying a combination of SWOT and AHP approaches. Hence, a set of twenty SWOT factors is identified qualitatively through extended interviews with telecommunication experts as well as exploratory studies on case which are supported by quantitative investigation through pair-wise comparisons matrices as an application of AHP approach. However, this combined methodology enables us to describe NFC adoption process, providing guidance to clarify the critical factors during adoption process. As the first application of joint SWOT and AHP approaches in telecommunication networks, managerial perceptions are promising either for policy makers concerning NFC or further academic researches on NFC application and full scale deployment in market

    DEVELOPMENT OF INDIA:A CO-INTEGRATION ANALYSIS

    The function of planning in a predominantly market-driven economy has to be symptomatic, co-coordinative and authoritarian. That provides the good reason for India’s Planning Commission to engage in preparing development plans for the economy periodically even after liberalisation. However as it can’t control investment in the private sector so such planning can at best be at least indicative. So the five year plans are now seek to provide an indicative path of development by setting out the imperatives for alternative growth scenarios in terms of macro-variables. It is still be necessary for planning commission to integrate and coordinate the plans of different ministries and undertakings of the central government, and bring them in line with the medium and long-term goals while keeping within the budget constraint. At the same time, the system of transfers from the centre needs to be reformed. There should be some rethinking on the relative roles of the planning commission and the finance commisson.
